Armenia prioritises peace with Azerbaijan, open Turkey border in 2026-2031 programme

The government of Armenia has unveiled its national strategic development program for 2026–2031, detailing core policy roadmaps aimed at finalizing peace with Azerbaijan and normalizing diplomatic ties with Turkey.

According to the policy document, Yerevan intends to proceed with the signing and ratification of an interstate peace agreement with Azerbaijan while continuing the border delimitation and demarcation process. The plan also prioritizes fostering bilateral trade, encouraging direct business partnerships, and facilitating cross-border civil society dialogues.

Regarding Turkey, the framework outlines the establishment of diplomatic relations, the reopening of the land border, the commissioning of at least two modern border checkpoints, and the rehabilitation of shared transport, energy, and digital infrastructure. Additionally, the government highlighted intentions to submit a draft of a new Armenian Constitution to public consultations and a referendum, alongside deepening institutional integration with the European Union and the United States over the five-year horizon.
