Azerbaijani lawmaker demands joint action on urban construction noise and dust

Lawmaker Nagif Hamzayev called on government agencies to execute coordinated interventions addressing persistent noise and dust pollution generated by construction sites in major urban centers including Baku, Ganja, and Sumgayit. Addressing parliament, Hamzayev noted that despite mounting complaints from constituents and urban experts, authorities have implemented few tangible remedies.

Developers frequently run heavy, high-decibel operations during overnight hours and weekends, infringing upon residents' basic rights to rest, while uncovered freight hauling and inadequate perimeter fencing disperse airborne particulates across neighborhoods, he said.

Criticizing bureaucratic buck-passing and the absence of inter-agency oversight over noise generated by external building HVAC systems, the lawmaker added that current statutory fines are insufficient to deter non-compliant contractors.
