Azerbaijan drafts bill mandating industrial environmental self-monitoring

A new draft bill in Azerbaijan will require industrial enterprises with environmental footprints to conduct self-monitoring operations and submit verified compliance data to regulatory authorities, lawmaker Sadig Gurbanov announced. Under the legislative proposal, operators must compile annual monitoring data and file official reports with designated state agencies by February 1 of each subsequent calendar year.

While industrial plants will independently execute testing and emissions sampling, the state will retain strict oversight over instrumentation compliance, verifying equipment type approvals and technical calibration.

Gurbanov emphasized that corporate filings must detail specific measuring equipment used to produce the data, adding that the reform aims to raise transparency in natural resource governance and establish Environmental Impact Assessment baseline criteria for permanent ecological compliance.
