Foreign nationals allowed to visit Karabakh from July 23

Foreign citizens will be permitted to visit Azerbaijan’s liberated territories — including Shusha, Lachin, Aghdam, Fuzuli, Khojaly, and Khankendi — starting from July 23, provided they obtain official authorization, Azerbaijani authorities said on Monday.

The decision was announced in a joint statement by the State Tourism Agency and the Ministry of Digital Development and Transport.

The rule applies to foreign visitors staying in Azerbaijan for up to 90 days, as well as to foreign nationals holding temporary or permanent residence permits in the country.

Travelers wishing to enter these areas by private car must obtain permission through the portal Yolumuz Qarabağa (www.yolumuzqarabaga.az). The platform supports both English and Russian and allows passport data submission, route planning, and access to mine safety guidance.

Visitors are required to strictly follow the designated route and safety instructions to avoid mine hazards. Tourists can also use the portal to find hotels and accommodation options.

Group tours will be operated by registered tour operators listed in Azerbaijan’s Tourism Registry. Foreign nationals with hotel bookings in the region will be granted entry permits accordingly.
