Azerbaijan and Armenia Sign Historic Peace Agreement

The Republic of Azerbaijan and the Republic of Armenia have signed a historic agreement aimed at establishing lasting peace and interstate relations. The Agreement on the Establishment of Peace and Inter-State Relations was finalized on 8 August after a series of negotiations between the two countries, marking a significant step toward regional stability.

The agreement, which includes multiple articles outlining mutual respect for sovereignty, territorial integrity, and political independence, addresses key issues that have long fueled tensions between the two nations. One of the major provisions confirms that neither country will raise territorial claims against the other in the future.

Under Article I, both parties recognize the international borders that emerged after the dissolution of the Soviet Union and have pledged to respect the sovereignty and territorial integrity of each other. Article II guarantees that neither Azerbaijan nor Armenia will undertake any actions to impair the territorial integrity of the other.

The agreement also calls for the establishment of diplomatic relations and the delineation of the border between the two countries, which will be negotiated in good faith through bilateral commissions. In addition, both countries have agreed to refrain from intervening in each other’s internal affairs and to avoid the use of force or the threat of force.

A key provision of the agreement addresses the long-standing issue of missing persons and enforced disappearances resulting from past conflicts. The parties have agreed to cooperate in investigating these cases and to work with international organizations to ensure justice and reconciliation.

The agreement includes provisions for cooperation in various fields, including economic, transit, transport, environmental, humanitarian, and cultural areas. Both countries have committed to resolving any future disputes through peaceful means, ensuring the full implementation of the agreement, and establishing a bilateral commission to oversee its implementation.

The agreement is expected to pave the way for greater stability in the South Caucasus region, with the parties emphasizing their commitment to good-neighborliness and mutual respect.

This historic agreement follows recent peace negotiations in Washington, where U.S. President Donald Trump mediated discussions between Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev. The signing marks a pivotal moment in the peace process, which aims to bring an end to decades of conflict.

The agreement will come into force once both parties complete the necessary domestic procedures and exchange instruments of ratification.
